A Proposal for Restructuring and Reengineering the DPP

Abstract

During the past couple of years, the Democratic Progressive Party (DPP) has gradually recovered from a murky atmosphere of the post-Bian period, but there is still lack of profound introspection inside the party.

In 1999, the DPP approved the so-called “Resolution on Taiwan’s Future,” based on a false assumption that the “Republic of China” is equivalent to Taiwan. During the eight years of Bian’s administration, the misconception of corrupt governance was getting popular owing to the Pan-blue coalition. Actually, Bian’s performance was much better than that of today’s Ma, especially in assertion and escalation of the Taiwanese identity. But Bian’s fault mainly lay in the attitude to encourage the "Westward March” to China for investments. While Lien Chan went to China to endorse the so-called “Anti-cession Law” in 2005, Bian did nothing but watch and wait. Regarding transitional justice in response to the systematic or widespread violations of human rights under KMT’s regime, the ruling DPP lost the chance.

Now is the time for the DPP to restructure its organization, reengineer standard practices, and rename the party, so as to integrate all the native human resources for building a brand-new nation.

近兩、三年來，民進黨自後扁時代的低迷氣氛中逐漸復甦，尤以五都選戰「雖輸猶榮」、數週前贏得草屯「百年第一戰」之後，氣勢更是不凡。目前，對於2012大選，黨內各方勢力摩拳擦掌蓄勢待發，但卻從未顯現深刻自省。例如，阿扁為何身陷黑牢，又為何黨中央無能為力？五都原本勝選在望，為何選前一顆子彈即足以打回原形？

1999年五月，民進黨全國黨員代表大會制定《台灣前途決議文》。此一決議文固有若干謬誤，但文中所謂「台灣，固然依目前憲法稱為中華民國」，一般解讀為「中華民國是台灣」或「憲法一中」。莫說法理上「中華民國」已於1949年滅亡，台灣人根本無須自投羅網；即若視其為1949年以後國民黨的新生事物 (在台另起爐灶)，也不必由民進黨強作解人。中華民國憲法之制定，本與台灣完全無關，何來「憲法一中」之說 (至於日昨接續倡議「憲法各表」，則屬等而下之)。實則，若稱「中華民國」，台灣已無前途可言。而如晚近侈言所謂中國論述 (實為掉進陷阱)，擬與國民黨競逐中國熱，更顯荒唐。

扁政府執政八年，雖說團隊缺乏經驗且遭藍營抹黑為貪腐，但在施政績效及認真負責上，仍強過現今馬團隊多多；尤其八年下來台灣人意識大幅提升，最堪稱道。但扁任內最大的錯誤決策，就是「經發會」所議決的「積極開放」政策，開啟了台灣科技業的西進潮。至於因不作為而貽誤台灣，可如連戰 (及江丙坤) 赴中背書所謂的「反分裂法」並搭建聯共賣台平台，扁政府卻未予以制止或法辦。最令人扼腕的是，在轉型正義施行上，扁政府因循苟且，幾乎交了白卷。

是以，若非耽於個人權位或派系利益，民進黨亟應進行組織結構重整 (Restructuring)、營運流程再造 (Reengineering)，並更改已遭污名化的黨名 (Rename)，如此方可吸納更多台灣人菁英，建構一個全新的政黨，俾帶領一個全新的台灣。
